Correctional systems are essential for all criminal justice systems since they ensure safety in holding offenders, rehabilitation, and re-integration of offenders back into the society. The introduction of Nigeria Correctional Service Act in 2019 is a milestone that signifies a transition from a punitive prison system to a correctional system where rehabilitation and re-integration of offenders form the main goals. Although this transformation has been effected in Nigeria, the country’s correctional systems still experience various problems, including prison overcrowding. Prison overcrowding is one of the most serious challenges experienced by correctional centers in Nigeria..
Prison overcrowding is a condition in which the number of inmates in a correctional facility exceeds its official capacity. In Nigeria, the issue of overcrowding is mainly caused by the large number of inmates awaiting trial, slow court processes, inadequate prison facilities, very little use of non-custodial sentencing, and rising crime rates. Latest research shows that overcrowding has led to a severe depletion of correctional resources, thereby causing very poor living conditions, lack of proper healthcare, little vocational training, and very limited access to rehabilitation programmes. (Olabamiji, 2025).
The main goal of the Nigerian Correctional Service is not just the sentencing of offenders but also the transformation of the offenders to become citizens who abide the law. Rehabilitation activities like formal education, vocational skills training, psychological counselling, religious activities, and behavioural therapy are some of the methods used in reducing the criminal tendencies of the inmates and in preparing them for their successful re-entry into the society after their release. But overcrowded custody centres, in many cases, do not have the equipment, the staff and the resources to carry out these programmes efficiently. As a result, a lot of inmates after serving their sentence in prison, are usually the ones that the system has failed to give them some skills or transform them so that when they are released they can live a lawful life (Numa, 2025).
Recidivism refers to the rate at which people who have been convicted of crimes end up committing more crimes and going back to prison. It is often used as a measure to judge how well correctional institutions are working. If recidivism rates are very high, it usually means that rehabilitation programmes are failing to produce the desired changes in individuals. Ongoing research in Nigerian correctional facilities shows that overcrowding leads to a reduction in the number of inmates that can enrol for educational programmes, vocational training, counselling etc. which ultimately affects rehabilitation. Due to the limitations imposed by overcrowding, it very often happens that many persons who have been in prisons have a hard time getting on with life outside and that, in turn, leads to their coming back to illegal ways. (Inimiesi, 2025).
Overcrowding also adversely affects the health of the prisoners. This is because poor hygiene, lack of proper feeding, inadequate healthcare services, stress, fights within the inmates, and the spread of communicable diseases are some of the characteristics of an overcrowded prison facility. Such facilities are known to foster negative environments that breed more crime instead of correcting the offenders. It has been argued that such prisons are not able to rehabilitate offenders effectively (Olabamiji, 2025).
The matter is even made worse by the huge number of prisoners awaiting trial that forms a major part of the prison population of Nigeria. Delayed trials and long-term incarceration continue to make the congestion of correctional institutions more and more pronounced, thus reducing the available resources that can be used in the rehabilitation of the incarcerated offenders. According to recent national statistics, overcrowding is still the biggest hurdle faced by the Correctional Service of Nigeria..
There have been scholarly debates which have been pointing out the need for more non-custodial methods such as probation, parole, community service, restorative justice, and alternative conflict resolution approaches in order to help cut down overcrowding in prisons, enhance successful rehabilitation, and eventually reduce rates of recidivism among offenders in Nigeria's correctional facilities (Uche, 2025).
On this note, this research aims at investigating the connection between prison overcrowding and recidivism in Nigeria’s correctional facilities with emphasis on the effect of prison overcrowding on offender rehabilitation..
1.2 Statement of the Problem
Even with several reforms introduced through the Nigeria Correctional Service Act, overcrowding still remains as one of the major factors that have been undermining effective correctional administration in Nigeria. Most of the correctional centres not only struggle to meet their approved capacities but also result in the degradation of the welfare of inmates, lack of rehabilitation programmes, limited access to healthcare as well as the insufficient number of correctional personnel (Iore, 2025).
This never-ending overcrowding of correctional facilities has made people to worry if the rehabilitation efforts in helping offenders not to reoffend really works. Research findings indicate that inmates in overcrowded prisons are less likely to be offered vocational training counselling educational opportunities as well as psychological support that is necessary for their change in behaviour. So, after being released, many former prisoners have problems in adjusting to normal life and end up committing crimes again (Inimiesi, 2025).
Besides that, overcrowding has a lot of economic and operational impact on the Nigerian Correctional Service and at the same time it makes the quality of correctional services for the inmates lower. Many researches have highlighted the prison conditions in Nigeria but only a few of them have tried to establish a correlation between prison overcrowding and recidivism with the latest data. So this paper intends to address how overcrowding influences the rehabilitation of offenders as well as how it leads to recidivism in the Nigerian correctional centres..
1.3 Objectives of the Study
Statement of general research objective: The general objective of the study is to investigate the relationship between prison overcrowding and recidivism in Nigerian correctional facilities.
Specific objectives include:
1. Investigating the reasons behind prison overcrowding in Nigerian correctional facilities.
2. Investigating the impact of prison overcrowding on the rehabilitation of inmates.
3. Investigating the relationship between prison overcrowding and recidivism.
4. Identifying the problems hindering rehabilitation in overcrowded correctional facilities.
5. Making recommendations for dealing with prison overcrowding and recidivism in Nigeria..
1.4 Research Questions
These are the research questions that will be addressed by this study:
1. What are some of the main factors causing prison overcrowding at correctional institutions in Nigeria?
2. What is the effect of prison overcrowding on the rehabilitation of inmates?
3. Is there any relationship between prison overcrowding and recidivism?
4. What problems do Nigerian correctional institutions face when carrying out inmate rehabilitation?
5. What steps could be taken to minimize prison overcrowding and recidivism?
1.6 Significance of the Study
Conclusively, the results of this research shall prove helpful to the Nigerian Correctional Services as empirical evidence on the effects of overcrowding in rehabilitation and reintegration of offenders. This study will further help policy makers in making good policies for corrective measures to be taken to solve this problem of overcrowding.
In addition, the research shall make contributions to the body of knowledge in the field of criminology, criminal justice and correctional administration. Academics, students and other researchers will find this research result handy in conducting future research on corrections reforms and rehabilitation of offenders in Nigeria.
Lastly, non governmental organisations and criminal justice practitioners will find this research useful in implementing programs on humane correctional practices and reducing recidivism'
1.7 Scope of the Study
The research centers on prison overcrowding and recidivism in correctional facilities in Nigeria. The specific issues of overcrowding to be examined include the causes of overcrowding, its impact on rehabilitation programs, its correlation with recidivism, and the way correctional facilities can be improved in Nigeria.
1.8 Operational Definition of Terms
Prison Overcrowding: This is the situation whereby the number of prisoners exceeds the capacity of the correctional facilities.
Recidivism: This refers to the trend that makes the released offender commit another offence and enter back into correctional custody.
Correctional Centre: This is a government agency that deals with the custody, rehabilitation, and reintegration of offenders.
Rehabilitation: These are programs designed to reform the offenders through education, training, counselling and behavior modifications.
Reintegration: This is the process through which released offenders become law-abiding citizens in the society.
