CHAPTER ONE INTRODUCTION
1.1 Background to the Study
Crime continues to be one of the major problems that societies all over the world have to deal with, in terms of threatening people’s lives, properties, and socioeconomic growth. Various methods have been employed by governments, institutions, and the public in order to mitigate crime and enhance the security of citizens. The most common technological advancement that has been embraced in combating crime is the Closed-Circuit Television (CCTV). Closed-Circuit Television (CCTV) refers to a system where video cameras are used to view, document, and broadcast events taking place in certain locations with the purpose of ensuring security. This technology can be found in places like banks, educational institutions, airports, shopping centers, highways, workplaces, and residences.The rising frequency of crime, including theft, robbery, vandalism, terrorism, kidnapping, among others, has made various governments and organizations allocate huge amounts of resources for the development of surveillance technology. It is said that installation of CCTV enhances security by discouraging criminals from conducting any illegal activity because of the fear of being identified and apprehended. Various urban areas install surveillance cameras to monitor the actions of people in order to identify any suspicious behavior and provide evidence for criminal investigations. In the views of Welsh and Farrington (2025), CCTV surveillance has proven to be extremely effective in preventing crime in environments characterized by extensive monitoring.
The effectiveness of CCTV surveillance in crime prevention has received great interest from various scholars, as well as law enforcement agencies. According to them, surveillance technology assists in identifying crimes easily, increases police efficiency, and ensures citizens feel safe in various places in the community. Additionally, CCTV camera recording has become one of the key pieces of evidence in criminal investigations and court processes. Smith and Taylor (2025) reveal that visibility of surveillance cameras discourages criminals from conducting any crime because they know that their actions will be observed and recorded.=However, despite its strengths, the efficiency of CCTV surveillance remains disputable. Firstly, some researchers believe that CCTV surveillance may only move criminal behavior from the surveillance area to other places without cameras. Secondly, certain issues related to invasion of privacy and abuse of surveillance footage may be raised. According to Brown (2025), constant surveillance may result in fear and mistrust in society where laws protecting personal data are not developed. Besides, faulty cameras, insufficient monitoring of the camera feeds, and lack of proper responses from the police may decrease the efficiency of the CCTV systems.
Innovation in technology has also contributed to the enhancement of CCTV surveillance systems. Today, cameras incorporate artificial intelligence and facial recognition technology. These technological advancements allow for identifying suspicious behaviors and recognizing individuals, thus alerting security authorities about any risks. Nevertheless, according to Johnson (2025), these innovations may be controversial since they threaten human rights and unauthorized use of personal data.With the increasing deployment of CCTV cameras for surveillance purposes in both public and private settings, there is no doubt that technology plays an important role in contemporary methods of crime prevention. Nonetheless, doubts still exist regarding the extent to which CCTV surveillance systems have been effective in combating crime and enhancing security. In this light, this research aims at assessing the efficacy of CCTV surveillance in crime prevention and the problems encountered in implementing it, among others.
Statement of the Problem
With the high rates of criminal activities like stealing, robbery, vandalizing, kidnapping, and terrorist activities, various security concerns arise within many societies. As an important means of preventing crime in society, CCTV surveillance systems are employed in many places. Despite the deployment of surveillance cameras in all sorts of premises, crime has continued unabated in many of these surveilled areas due to the efficacy of the system.
Despite the usefulness of the surveillance camera in deterring criminal offenders and helping in identifying the perpetrators of crimes, various challenges arise, affecting the ability of the CCTV system to perform effectively. The challenges range from low quality of the cameras, maintenance, lack of surveillance officers, unstable power supply, and lack of prompt police response in case of occurrence of a crime within the surveilled area. At times, offenders conduct themselves without being deterred by the surveillance cameras, while at other times, they merely transfer their criminal activities to non-surveilled places.Moreover, the growing trend of CCTV surveillance has raised issues about privacy invasion, misuse of the footage, and misuse of the technology. Citizens are apprehensive about being over-monitored and their privacy rights being compromised. The absence of adequate regulatory measures may lead to the misuse of the surveillance information collected by such technologies.
In spite of extensive spending on the CCTV technology, it is not clear how far these technologies contribute to the prevention of crime or ensure public safety. This study is an attempt to understand the role of CCTV surveillance in the prevention of crimes, problems encountered in the adoption of the technology, and ways to improve its efficacy.
Objectives of the Study
i)Consider the significance of CCTV surveillance in the prevention of criminal behavior.
ii)Consider how much the use of CCTV surveillance helps law enforcement organizations detect crimes.
iiiI)dentify the problems involved in the application of CCTV surveillance systems.
iv)Consider the effects of CCTV surveillance on public safety and security.
v)Recommend some solutions that could enhance the performance of CCTV surveillance in preventing crimes.

It should be noted that this study is important since it helps add to the existing body of literature on crime prevention and security management by applying surveillance technologies. Thus, the results achieved in this study will help governments, security agencies, policymakers, and private businesses learn about the impact of CCTV surveillance in decreasing the amount of criminal activity.
In addition, law enforcement agencies are likely to be interested in this study since it can provide them with information concerning the strong and weak sides of such surveillance tools as CCTV cameras for the purpose of crime investigation. The suggestions offered by researchers can become helpful in improving the performance of security agencies.
In addition, the conducted study can prove important for policy makers and administrators who will get the opportunity to make decisions on how surveillance systems should be managed and operated and what regulations should be introduced regarding their operation.
