CHAPTER ONE
INTRODUCTION
Background to the Study
As per Okoka & Kheswa (2025), "Crime is still one of the major problems facing the social, economic and political development of Nigeria." In recent times, there has been an increase in incidents of armed robbery, kidnapping, terrorism, banditry, cyber crimes, cultism, communal fights and various other criminal activities in the nation. Such security issues have raised questions about the effectiveness of traditional policing in terms of crime prevention and control. As such, community policing has become an alternative approach to policing that involves cooperation between the police and citizens to prevent crime..
Community policing is a proactive approach that promotes partnerships between the police and members of the community to identify, prevent, and solve crime-related problems. Traditional policing is mainly focused on reacting to criminal events after they have taken place, whereas community policing involves residents in crime prevention through disclosure of info, development of trust, and collaborative problem-solving efforts. Latest research show that community policing potentially boosts the police's credibility, makes the public trust the police more, and gives the police with necessary information to combat crime.
Community Policing in Nigeria was introduced officially by the Federal Government of Nigeria as one of the police reforms being carried out in response to the rising levels of insecurity in the nation. It is designed to help foster good relations between the Nigeria Police Force and the communities as well as encourage active involvement in securing their neighborhoods by members of the communities. Despite the introduction of this type of policing, insecurity persists..
The latest studies based on real data carried out at various locations in Nigeria show that community policing not only has helped to lessen some types of crimes but also that the whole effectiveness of community policing has been limited due to lack of enough funds, shortage of staff, poor transportation and other resources corruption less community trust, political meddling, and not enough public awareness. These problems have diminished the ability of community policing programmes to generate long-term crime reduction results..
In addition, technological advancements have played a crucial role in community policing practices in contemporary times. Mobile applications, social media platforms, digital reporting of crimes, and surveillance systems within neighborhoods have started changing the way citizens interact with police departments. Studies reveal that Nigerians are ready to join the ranks of community policing using technology if issues concerning trust, privacy, and accountability are appropriately handled.
Considering the existing security situation in Nigeria, there is a need to determine the extent of contribution of community policing to crime reduction and analyze factors that may influence the practice. The present study will, therefore, investigate the effectiveness of community policing in crime reduction in Nigeria.
1.2 Statement of the Problem
Despite several government efforts to enhance public safety, Nigeria still suffers from high insecurity levels. Crimes like kidnapping, armed robbery terrorism cult violence, cybercrime, and communal conflicts continue to be the major threats to life and property in various parts of the country.
The aim of community policing was to foster better cooperation between the police and local communities for crime prevention. But, even after its implementation, public trust in the police is still low, and numerous communities continue facing severe security issues. It is reported that lack of trust between the people and law enforcement bodies, insufficient funding, substandard training, corruption, and weak institutional support are some of the barriers to the successful implementation of community policing programs.
Various studies have been carried out on community policing in Nigeria, yet there is still a scarcity of up-to-date evidence on its effectiveness in crime reduction given the current security situation. This calls for an empirical study on the effectiveness of community policing in crime reduction in Nigeria.
1.3 Objectives of the Study
